I found this stitch in a library book, the Japanese '1000のステッチ', called 'The Techniques for Over 1000 Stitches Embroidery' in English, although there is no translation. The Japanese issue is out of print.

The name fits the stitch. I can see this as a seam covering stitch and also as a base stitch, in combination with other stitches. Good find!
I associate it with pulled thread work so its interesting that it could be a surface stitch too.
Looks good! I will ponder where I can use that stitch.
It could become a filling stitch, or be used as a seam stitch in crazy quilting...
