The stitch is called Laced Wheel Stitch and I found it at badasscrsossstitch.
Work it like this:
Make a large Cross Stitch
Make a double Upright Cross Stitch
on top.
Change to another thread
and come out under one of the
previous threads.
Weave over the double Upright Cross
and under the standard Cross Stitch.
One time 'round the park',
or as many as you like.
Anchor underneath the laced thread.

Now that's intriguing. And by changing the order of the cross stitches, and thus the lacing, you'd get a slightly different effect, as well...
